Malaysia Budget 2013 (Actual)


3 out of 6 predictions which were posted this morning are announced officially in today's Budget 2013. Let's have an overview for the Malaysia Budget 2013 as below:


For the lower income group,
  • Under BR1M 2.0, RM500 will be given out to family with monthly household income lower than RM3,000. In addition, single unmarried individuals aged 21 and above, earning not more than RM2,000 a month, are entitled for RM250.
  • 50% discount on KTM Komuter fares extended to all Malaysians with a monthly income of RM3,000 and below and who travel by KTM Komuter.


 For affordable housing,
  • Affordable homes with cost between RM100,000 to RM 400,000 each will be built in key locations like KL, Shah Alam, Johor Baru, Seremban and Kuantan. The initiative will be implemented by PR1MA, Syarikat Perumahan Nasional Berhad (SPNB)and Jabatan Perumahan Negara
  • PR1MA will provide the Housing Facilitation Fund totalling RM500 million to build houses in collaboration with private housing developers. The house prices under this programme will be 20% lower than the market price and distributed through an open balloting system.
  • To enable more Malaysians to own their first residential property, My First Home Scheme, which was launched under the previous Budget, will be improved by increasing the income limit for individual loans from RM3,000 to RM5,000 per month or joint loans of husband and wife of up to RM10,000 per month.
  • In a bid to curb speculation, the Government proposes the real property gains tax (RPGT) from the disposal of properties made within a period not exceeding 2 years from the date of purchase will be taxed at the rate of between 15% and 10% of disposal of property within a period of 2 to 5 years. For property disposed after 5 years from the date of acquisition, RPGT is not applicable.


 For government servants,
  • One and a half months bonus for civil servants - of this total, half a month bonus was paid during the past Aidilfiltri, another half month bonus to be given end-of December 2012, and January 2013, respectively.
  • Retired civil servants who had served the government for at least 25 years will now see their pension raised to a minimum of RM820 per month from the previous RM720.


For employees,
  • Individual income tax rate to be reduced by 1 percentage point for each grouped annual income tax exceeding RM2,500 to RM50,000. The measure will remove 170,000 taxpayers from paying tax as well as provide savings on their tax payment.
  • SOCSO will allocate RM200mil to enable its 1.4 million members to undertake free health screening in Government hospitals or SOCSO's panel clinics to detect non-communicable diseases.


 For young adults,
  • Through the Youth Communication Package, a one-off rebate of RM200 will be provided for the purchase of one unit of 3G smartphone from authorised dealers. The initiative is for youths aged between 21 to 30 years with a monthly income of RM3,000 and below. A sum of RM300 million is allocated benefiting 1.5 million youths.
  • Government will establish the Graduate Employability Taskforce with an allocation of RM200mil to strengthen employability of unemployed graduates under Graduate Employability Blueprint by end-2012
  • The Government will allocate RM440 million to the Skills Development Fund Corporation (PTPK), to provide loans for trainees to undergo skills training
  • PTPTN loans: Incentive - repayment of full loan from 1 October 2012 until 30 September 2013, a discount of 20% will be given on their loan. Regular repayment gets a 10% discount.


 For college & university students,
  • 1Malaysia book voucher worth RM250 will be given to students who are studying at institutions of higher learning.






Malaysia Budget 2013

The Malaysia Budget 2013 will be tabled by Prime Minister Datuk Seri Najib Razak at today 4pm. Since it is very near to the upcoming General Election, many predict that Budget 2013 would give a lot of candies to the public. Let's have a look at the predictions and rumours that spread around the media and Internet:














  1. Bantuan Rakyat 1Malaysia (BR1M) will be open to low income family for second time.
  2. For income tax exemption, personal relief will be increased from RM9000 to RM10000; children relief would also be increased.
  3. Affordable housing project for low income family and also young generations.
  4. Real Property Gain Tax (RPGT) will be increased to control property speculation.
  5. Improvement on public transport system.
  6. Expand coverage of broadband Internet.

So let's see how many of them will be realized in this evening!

Standard Chartered Step Up FD 2

Good news to share with all! Standard Chartered has come back with Step up FD 2, with higher interest rate this time! The promotion started from 18 ~ 23 September 2012.











The 12-month tenure is same as previous promotion, which is divided into 4 cycles, but with different interest rates this time. Refer to the table below for details.







The actual interest rate is 4%, 0.15% higher than previous promotion.

Update: This promotion is extended to 30/9 and Standard Chartered Bank branches are opened today 29/9 and tomorrow 30/9.
This promotion is further extended until 31/10/12.

Earn Bonus Interest of 3.33% with Public Bank

If you miss out the Standard Chartered Step Up FD promotion, you could still go for Hong Leong FD or Public Bank 3.33% Reward Campaign which I'm going to share today. The campaign started from 1 June to  30 November 2012 and is open to all new and existing individual customers who open or maintain PLUS Savings, 50 PLUS Savings or ACE Current account.





















A bonus interest rate of 3.33% p.a. on top of the prevailing interest rates of the respective account will be calculated for 90 days based on the incremental average daily balance (ADB) in the account.



You must deposit fresh funds into the Eligible Account during the 180 days period. Fresh funds are referred to as funds that do not originate from your existing account with Public Bank. During the 180 days period, your account must have a minimum incremental ADB of RM5,000. ADB is defined as the aggregate daily day-end balances for 180 days divided by 180.

Apple iPhone 5

Apple has officially launched its iPhone 5 a few hours ago. The new features are exactly same as the rumours spreaded around the Internet earlier. It comes with bigger screen, thinner and lighter body, different types of connector, new processor and LTE network.














The back of iPhone 5 is now made from aluminum and the lens of back camera is made of sapphire crystal. This provides the solid feel, better durability and reliability. The thinner iPhone 5 has also changed to lightning connector and nano SIM. For the headphones, they are changed to earpods which are claimed to be more comfortable, durable & stable. Let's take a look at the comparison between iPhone 5 and its predecessor iPhone 4S.

Standard Chartered Step Up FD

From 10 to 14 September, if you deposit a minimum of RM5,000 on a 12-month tenure to JustOne Current Account or JustOne Savings Account, you'll be able to enjoy SCB Step Up Fixed Deposit interest rates.













The 12-month tenure will be divided into 4 cycles, whereby the interest rates will increase from cycle to cycle. 5.5% pa is the interest rate for the last cycle. Refer to the table below for details.








I did a rough calculation. The actual interest rate is around 3.85% pa which is still higher than the current FD rates in the market.

Malaysian Standard Time

What will be your reference when you want to adjust the time on your watch, clock or phone? TV news broadcast? Radio?

















Do you know that there's an official Malaysian Standard Time maintained by SIRIM, the National Metrology Laboratory? The time shown is direct from Malaysia’s Caesium atomic clocks in which atomic time scale is established and maintained using five Caesium atomic clocks, two of them are high performance and another three are standard performance. They are compared to one another to detect any abnormality or instability. One of them is designated as the reference clock.

BHPetrol eCard Promotion

From 1st to 30th September, all eCard members can redeem RM10 Tesco voucher with only 1000 epoints from participating Tesco outlets.





















So eCard members who have more than 1000 epoints please go and redeem the Tesco voucher as you can save 100 epoints from each RM10 redeem (normal redemption, 550 epoints for RM5).

The epoints are valid for 2 years from from the date earned. So if your epoints are almost due, this is a good chance to clear the expiring epoints. This is the complete 2012 reward catalog if you wish to redeem other items.

BHPetrol eCard

I was a loyal customer of Shell petrol since I started driving. However, I've switched from Shell to BHPetrol since I tried a full tank of BHPetrol 2 months ago. I felt that my car became more powerful and had better acceleration with BHPetrol.










With my UOB One card, I'm able to enjoy 5% cash rebate and 2% smart cash. If you apply for the eCard, you can get 1 point for every RM you spend. So, in total, I get 7.8% rebate each time I pumped at BHPetrol with UOB One card and eCard. You can see the comparison of reward system for each petrol station here.
















The eCard can be applied at the petrol station but you're not able to get it on the spot. The petrol station will send the application form to HQ to process. After 2~3 weeks, HQ will send out the card to your mailing address.

How to Prepare A Cup of Good Nescafe®

I have been drinking coffee since secondary school. I've tried out many brands and types of 3-in-1 instant coffee but still I love the taste of Nescafe® the most.
















In the recent years, the price of 3-in-1 instant Nescafe® have been increasing steadily. So everytime there was promotion in the supermarket, I would buy and stock up. One morning in the office, when I was getting hot water in the pantry, my colleague shared about the tips to prepare a cup of good Nescafe® from our pantry's coffee, sugar and creamer. I was tempted so the next morning I tried out the formula and it was really nice!


















Since then, I stopped buying the 3-in-1 instant Nescafe® and buy the Nescafe® classic instead. It is more economic, environmental friendly and healthy as we reduce the use of plastic bags and we can control the amount & type of sugar and creamer.


Now I'll share with you how to prepare a cup of good Nescafe®:

  1. Make sure you have Nescafe® powder, creamer/milk powder, sugar, tea spoon, a mug (250 ~300ml) and hot water (80 degree Celsius & above).
  2. Put 1 tea spoon of Nescafe® powder, 2 tea spoons of sugar and 3 tea spoons of creamer into your mug.
  3. Pour in hot water until more than half of your mug.
  4. Stir until the mixture fully dissolved in hot water.
  5. Sip and enjoy your Nescafe®
